Report & Recommendations following the meeting on 4 June 2021

For the 17th time since its launch in December 2011, this independent tripartite think tank discussed how the EU’s innovation policy could be further improved and adapted to future needs, such as the new generation of deep and green technologies and the Green Deal in general.


The group of experts looked in particular also at key enabling conditions, such as the mobility of scientists in the European Research Area and the provision of sufficient capital for high risk investments.

The group believes that the EU should design its own solutions, but it can take inspiration from proven mechanism in competing economies.


The report follows previous work done, but it focusses on the ever greater urgency of deep reforms to maintain competitiveness and open strategic autonomy as key conditions for citizens’ welfare.
