Due to its positive reception by the European Institutions and Member States, the High Level Group on Innovation Policy Management was asked to re-convene and continue its work in a second phase.
The second phase took place from October 2013 to September 2014 and involved three working sessions in Dublin (December 2013), Amsterdam (April 2014), and Rome (July 2014), at the invitation of the respective governments as well as the Italian National Research Council (CNR).
The first meeting in Dublin focused on strategic foresight. Under the guidance of Dr. Angela Wilkinson, Foresight Counsellor at the Organisation for Economic Cooperation and Development (OECD), the High Level Group drew on the methodology of policy-relevant foresight to draw first conclusions for elements to construct a Blueprint.
Between the three Group meetings, the research team met with each Member of the Group in bilateral meetings to receive input, discuss ideas and and inform about the progress of the work.
As a result, this Blueprint provides the indispensable steps for the development and completion of European Innovation Ecosystems where governments, business, academia and citizens can interact to foster creative and bold thinking and a flexible, dynamic, stimulating and enabling environment allowing for innovation to drive economic growth, the creation of jobs, ground-breaking research and new solutions for societal and welfare challenges.
The Blueprint has been presented to the Presidents of the European Council, the Council of the European Union and the European Commission and will be officially presented to the Competitiveness Council later this year under the Italian presidency.
