The independent, tripartite High Level Group was first mandated by the Polish EU Presidency in 2011 to "think outside the box" and to give operational recommendations to the EU institutions on how to strengthen innovation policy management in a multi-layered EU. Its reports and recommendations are the result of a unique cooperation between the public, private and academia jointly working for the European common good.
The first report is the result of the discussions held by the Group during its three official working sessions: September 2012 in Warsaw, December 2012 in Brussels and April 2013 in Warsaw.
Due to its positive reception by the European Institutions and Member States, the High Level Group on Innovation Policy Management was asked to re-convene and continue its work in a second phase.
The working group on resilience management and the Circular Economy developed its report in collaboration with the Stockholm Resilience Centre which acted as scientitic partner.
